During Premier Li Qiang’s state visit to the Republic of Tajikistan, Tibet Summit Resources achieved a significant cooperative milestone. Huang Jianrong, Chairman of the company, signed a Memorandum of Understanding (MOU) regarding cooperation on a non-ferrous metal industrial park in northern Tajikistan. This MOU stands as a key practical outcome of the Premier’s high-level visit and represents a landmark breakthrough in the company’s two-decade-long commitment to Central Asia and its strategy to extend its industrial value chain. It signals a new phase in the company’s industrial footprint in Tajikistan—shifting toward an integrated, park-based development model—and serves as a vital implementation of practical China-Tajikistan cooperation and the high-quality joint construction of the “Belt and Road Initiative,” injecting fresh momentum into industrial capacity cooperation between the two nations.

On September 21 of this year, President Emomali Rahmon of Tajikistan attended the commissioning ceremony for the industrial chain extension project of the Tajikistan-China Mining Company. Together with Chairman Huang Jianrong, he unveiled the project and toured the electrolysis workshop to gain insight into the production processes, product characteristics, and market prospects. President Rahmon spoke highly of the company’s achievements in extending its industrial chain and developing new products. He issued clear directives to accelerate the development of the industrial park, advance the deep processing of mineral products, and create more job opportunities for local residents. The signing of this memorandum serves as a pivotal step by the company to actively respond to the President’s directives, transforming its existing industrial strengths into a comprehensive park-based platform.

The Northern Non-Ferrous Metal Industrial Park is structured as a three-tiered industrial cluster, comprising "core mining, beneficiation, and smelting," "advanced deep processing," and "supporting circular industries." The park prioritizes green, low-carbon development, the integration of mining, beneficiation, and smelting, and the synergistic growth of upstream and downstream operations, with a focus on deep processing and the extension of the non-ferrous metal industrial chain. By facilitating the transition of Tajikistan’s non-ferrous metal sector from raw resource exports to deep processing, the park aims to increase the value-added of these resources, drive socio-economic development in the Sughd Region and northern Tajikistan, and contribute to the country’s industrialization process as well as the friendly cooperation between Tajikistan and China.
