During a working visit to the city of Istiqlol in Sughd Province, President Emomali Rahmon of Tajikistan attended the commissioning ceremony for the second phase of the Tajik-Chinese Mining Company's metallurgical plant. Built in accordance with President Rahmon's directives, the facility employs 250 local and foreign workers, utilizes next-generation technology, and produces four types of high-value-added products.

During the inspection, Rahmon received a briefing: lead-silver concentrate, copper matte, and gold are transported from the resource-rich Zarnisor mining area to this new facility for processing; the finished products will not only meet domestic market demand but also be exported internationally. On November 16, 2017, while attending the launch ceremony for the facility's first phase, Rahmon had instructed the Ministry of Industry and New Technologies and the leadership of the Tajik-Chinese Mining Company to take further steps to build the new enterprise and process raw materials into finished goods. Construction at the site began in 2023, ahead of the 35th anniversary of independence, employing 200 local workers.

Once the second phase becomes operational, the facility will have an annual production capacity of 30,000 tons of refined lead, 1,000 tons of copper matte, 40 tons of pure silver, and 100 kilograms of pure gold. During the presentation, Rahmon learned that the metallurgical plant produces ten types of products—including rubber hoses, lead concentrate, zinc concentrate, copper concentrate, crude lead, copper matte, zinc oxide, refined lead, silver, and gold—all of which are in high demand on the international market.

Reports indicate that over the 20 years since its establishment, the Tajik-Chinese Mining Company has contributed significantly to the development of Tajikistan's mining industry and to stable local employment by creating numerous enterprises of various sizes. Currently, the company and its subsidiaries employ a total of 2,200 people, 95% of whom are local staff. Rahmon instructed the relevant officials to establish a technology park at the site—comprising workshops for the deep processing of minerals—to increase the volume and variety of finished products and create substantial employment opportunities for local residents.

At the conclusion of the inspection, Rahmon highly commended the construction of this large-scale enterprise in the city of Istiqlol, recognizing it as a key factor in socio-economic development, and praised the high level of industrial cooperation between Tajikistan and China.
